#7: George H. W. Bush, First Elected 1988
George H. W. Bush won the 1988 election after serving as Ronald Reagan’s vice president for eight years. With a reputation for experience and steadiness, he promised to continue Reagan’s success while bringing his own sense of diplomacy and service. His campaign slogan, “A Kinder, Gentler Nation,” struck a hopeful tone.

Bush started strong with solid public approval. His popularity soared to 89% after the quick U.S. victory in the Gulf War, one of the highest ratings ever recorded. But as the economy slowed, voters turned on him. By 1992, his approval had dropped below 35%, and he lost to Bill Clinton.
